• Attachment 10 � �.,} ��� <br /> �� � w <br /> May 16, 2004 � <br /> F,.., <br /> Redwood City Council Members <br /> and - <br /> Redwrood City Planning Department � <br /> Arin: Tom Passanisi, Principal Planner <br /> +� <br /> 1019 Middlefield Road <br /> Redwood City, CA 94064-0391 <br /> RE: May 24, 2004 Public Hearing on the Marina Shores Village Fnecise Plan <br /> 'Fhe purpose of this correspondence is to express our serious concem that San Carlos <br /> Airport noise complaints &om resideats of the planned Marina Shores Village Project <br /> will resuit in sir tratt"ic being re-routed over other Redwood City neighborhoods — <br /> including Centennial Neighborhood. <br /> San Carlos Airport has designated Centennial Neighborhood, Redwood Shores and <br /> certain residemiai areas in Belmont, Foster City and San Mateo as "Extremely Noise <br /> Sensitive Areas". Tbe airport's Noise Abatement Procedures outline specific arrivai and <br /> departure routes to alleviate aoise in these sensitive areas. Current noise abatement <br /> procedures for southem departures direct sircraft to proceed due south directly over the <br /> Marina Shores Village project site before embarking on a westward route. A wpy of the <br /> �`� July 2000 "San Carlos Airport Noise Abatement Procedures" map is attached. <br /> In the final Environmental Impact Report for the Marina Shores Village Project <br /> 2003, the San Carlos Airport Pilots' Association outlined their concems (Section 2.4, <br /> = page 69) that the February 2003 Draft EIR for the project did not adequately address the <br /> noise impacu relative to both the location of the project and the height of the residential <br /> towers. ' - <br /> Additionally, Matthew Leddy, a resident of our neighborl�nod, also submitted written <br /> ' comments on the Draft EIR (Final EIIt, Section 2.4, pag�`�-216) in which he <br /> recommended real estate disclosure language regarding n�iise abatemem flight pattems. <br /> Specifically, he recommended the disclosure statement advise Marina Shores Village <br /> property owne� that airport uaffic patiems would not be�odified in response to <br /> ownedrenter complaints to the Ci4y of Redwood City or �ounty of San Mateo. 'Fhe Final <br /> EIIt, the Draft Precise Plan, and the Project Conditions danot addcess the concems raised <br /> by the Pilots' Association or Matthew Leddy regarding air,port noise impacts and <br /> complaints. <br /> The Centennial Neighborhood Association believes the C�ty of Redwood City m»st <br /> _ outline specific mirigation measures for any adverse impacts from the Marina Shores <br /> - T Village Pmject on existing residential neighborhoods in Redwood City. For this reason, <br /> we are requesting that the Precise Plan Project Condition � 19 be modified to inolude <br /> providing the Noise Abatement Procedures and the following language in the disClosure <br /> ` to bot}a buyers and renters: = <br /> . �_ .- <br /> r _ _ <br />
