� �-i�- <br /> �� <br /> Public Access, Parks and Open Spaces <br /> One of the primary goals of the Marina Shores Precise Plan is to provide a network of <br /> public waterfront access and open spaces, for the enjoyment of the sit,� residents and <br /> wor.:ers, and for the general public. The Precise Plan specifies that at lea: t 6.8 acres of <br /> Public park and open space areas must be provided (pgs. 27-29). The developer may <br /> count up to 50% of the water area of the marina basins towards their open space <br /> requirement, and an area of 1.3 acres of U.S. Fish and Wildlife Service land (with a <br /> PG&E easement for the transmission lines) at the north edge of the Peninsula Marina <br /> site is being pursued by the applicant for park purposes, for the active use area. <br /> Some of the key Precise Plan coenponents of public access and open space inciude: <br /> 1. Two marina areas, totaling a minimum of 7.0 acres, with dock space/moorings for <br /> at least 60 boats. <br /> 2. A continuous "oute�' public espianade along the edge of Redwood Creek and <br /> Smith Siough, with adequate width for walkers and bicyclists and attractive design <br /> elements, inciuding landscaping, benches, and lighting. <br /> 3. A continuous "inner harbo�' public esplanade along the edge of all interior water <br /> areas, including the marinas. <br /> 4. A North Point Park on the Pete's Harbor portion of the site, a minimum of 0.5 acre <br /> in size with at least a 75-foot setback from the waters edge, an overlook, and other <br /> attractive design elements for the public space. <br /> 5. A minimum of 1.3 acres of contiguous active park area, to include a lawn area for <br /> informal sport activities, a tot lot, a small boat landing area, and sports courts. <br /> 6. The pedestrian/bicycle under-crossing of Hwy. 101, and pedestrian/bicycle <br /> facilities along Bair Island Road. <br /> It is critical to the implementation of the Precise Plan that many of the park and open <br /> space amenities be developed relatively early in the project phasi�g. The Plan specifies <br /> that the marinas for each of the two areas must be built with the initial phase of <br /> construction on each sub-area (Peninsula Marina and Pete's Harbor). Other amenities <br /> are generally required in the later phases. <br /> Planning Entitlements <br /> The project will require numerous planning entitlements. If the City Council wishes to <br /> approve the MSV project, then the following approvals are necessary: <br /> 1. General Plan Amendments. As mentioned previously, the General Plan (GP) must <br /> be amended in several ways if the City Council wishes to approve MSV. First, the <br /> Land Use Map of the General Plan currently designates a portion of the Peninsula <br /> Marina site and the adjoining Bair Island Road as "Office/Commercial - Office Park <br /> Oriented Uses" 14 . This land use designation will have to change <br /> "Office/Commercial - Mixed Use (Commercial and Residential)" to allow the <br /> " Both Bair Island Road (immediately adjacent to Peninsula Marina) and Uccelli Road (immediately adjacent to <br /> Pete's Harbor) are privately held parcels by U.S. Fish and Wildlife. They also require General Plan land use and <br /> zoning designations as part of this application. <br /> 12 <br />
