.A-25
,, NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
_,g' REDWOOD CITY, AS FOLLOWS:
1. This Council hereby finds and arms that the FEIR has been completed in
compliance with CEQA; that the City Council has reviewed and analyzed the FEIR s►d
other inirmation in the record and has considered the information contained therein,
including the written and oral comments received at the public hearings on the FElft
and the Project, prior to acting upon or approving the Project; and that the FEIR
represents the independent judgment of the Ciry of Redwood City; and
2. The Findings and recommendations set forth in Exhibit A, and
incorporated herein by reference, are made by this Council as the City's findings under
the Cal'rfornia Environmental Quality Act ("CEQA") (Pub. Resources Code § 21000 et
seC .) and the CEQA Guidelines (Cal. Code Regs., tiUe 14, §15000 et sea•) relating to
the Project. The Findings provide the written analysis and conclusions of the Council
regarding the ProjecYs environmentai impacts, mftigation measures and altematives to
the Project.
3. The incorporated features of Alternative 6 and other modcations to the
Initial Project do not create any potentially significant environmental impact which was
not associated with the Project, or significantiy increase any potentially signcant
environmental impact associated with the Project, but do reduce or eliminate a number
of potentially significant environmental impacts of the Project, as described in Exhibit A
to this resolution. Inclusion of those features of Altemative 6 which are not part of the
— Precise Plan would prevent the Project from achieving fundamental objectives, and
would not be feasible, for reasons described in Exhibit A to this resolution. Pursuant to
Public Resources Code Section 21081 and CEQA Guidelines Sections 15091 et seq.,
the City Council of the City of Redwood City adopts and makes the following statement
of overriding considerations regarding the remaining unavoidable impacts of the Project
and the anticipated economic, social and other benefits of the Project.
a. Siqnificant Unavoidable Impacts.
With respect to the foregoing findings, as set forth in Exhibit A, and in
recognition of those facts which are included in the record, the City has determined that
the Project would cause the following significant, unavoidable impacts, which are more
specifically identified in Chapter 18, section 18.2 of the FEIR:
• Visual impacts from proximity to electric transmission towers.
• General visual compatibility with existing adjacent residential development
and its shadows.
. Visual quality impacts from height of Project buildings.
. Impacts to public views, vistas and view corridors and the overall visual
character of the Bayfront area,
• Interference with dark sky views at night.
• Shadow impacts.
128902179278.2 Q -
Atty/ResdReso.1470
052004
