■ � ■ ■ a e ■ � <br /> � � A- <br /> 1 <br /> I � REPOR T . <br /> .. f ,, <br /> �.- To the Honorable Mayor and City Council <br /> From the City Manager <br /> �,pril 26, 2004 <br /> Subject <br /> Annual Action Plan to the Consolidated Plan for FY 2004-2005 <br /> Recommendation <br /> Adopt the Annual Action Plan and authorize the City Manager to execute and file documents <br /> related to the Annual Action Plan for submittal to the U.S. Department of Housing and Urban <br /> Development. <br /> Background <br /> The City expects to receive $885,000 in Community Development Block Grant funds and, <br /> $462,282 in HOME Investment Partnership funds from the U.S. Department of Housing and <br /> Urban Development (HUD) for FY 2004/2005. As a condition of receiving funds, the City is <br /> required to follow a Citizens Participation Process that involves holding a number of public <br /> meetings and publishing the proposed use of funds for citizen comment before the City <br /> Council gives final approval on the use of the funds. A Binder of Proposals and Financial <br /> Statements for each nonprofit applicant is available for your review in the Redevelopment, <br /> �- Housing, and Economic Development Division. <br /> Citizens Particioation <br /> • Mandatory Application and technical assistance workshops were held by staff to assist <br /> interested organizations to prepare competitive proposals and several meetings were held <br /> by the Housing and Human Concerns Committee to review proposals submitted for <br /> funding.- <br /> • A total of 24 applications were received totaling $1.7 million dollars for the $885,000 <br /> entitlement. No proposals were received for HOME funds. <br /> • On March 4, 2004, the Housing and Human Concerns Committee approved funding <br /> recommendations for 14 programs for $885,000 from CDBG Funds and $462,282 from <br /> HOME funds. See Funding Recommendations by Motion labeled Attachment I. <br /> • A Statement of Community Development Objectives and Proposed Use of Funds was <br /> published for 30 day citizen comment on March 15 and March 16 prior to forwarding the <br /> documents to Council for approval. <br /> • The Housing 8 Human Concerns Committee approved a final Action Plan March 23, 2004. <br /> • The Planning Commission has reviewed the capital projects in the Action Plan on April 13, <br /> 2004 and concurs that the activities conform to the City's General Plan. <br /> • The City must submit the Fifth Annual Action Plan to HUD no later than May 15, 2004. <br /> Consolidated Plan <br /> The Consolidated Plan is a federal prerequisite for receiving various sources of entitlement <br /> '" funding from the U.S. Department of Housing and Urban Development. The term of the <br /> City's Consolidated Plan is the period from July 1, 2000 to June 30, 2005. The Plan is <br /> made up of three components: (1) Market 8 Needs Analysis, (2) Five Year Strategic Pian, <br /> and (3) a One-Year Action Plan.
