"� <br /> The tazget group to be assisted under each goal is households with incomes at or below 80% of inedian. <br /> STRATEGY IMPLEMENTATION NEEDS, GOALS, & PRIORITIES: Redwood City has adopted <br /> priorities to implement this strategy as follows in the rank order that funds and assistance will be <br /> � targeted: <br /> 1. Increase the availability of affordable housing in decent, safe and sanitary condition. <br /> 2. Improve safety and livability of neighborhoods by focusing resources for public facilities & <br /> supportive services. <br /> 3. Promote economic growth through employment services, job training, business development <br /> and expansion which result in jobs for low income persons. <br /> The City of Redwood City is proposing to use CDBG and HOME funds during FY 2004-OS to meet <br /> basic Consolidated Plan Priorities as listed on the following pages of this Plan. The primary etnphasis <br /> during FY 2004-OS is to focus on basic human needs by targeting funding to supportive services, <br /> emergency assistance and intervention progams.
