�.,�-1 c� <br /> Geographica/ Location of Proposed Activities - 2003-2004 <br /> Programs and services funded under this Action Plan wiil be provided to the extent possible, <br /> to every qua"ified and eligible applicant on a c.tywide basis. In the past, the majority of <br /> programs ano activities funded are provided by non-profd organizations who are housed at <br /> the Fair Oaks Community Center. The Fair C�aks Community Center is located in Census <br /> Tract # 6102, the highest concentrated neighborhood occupied by low-income and minotiry <br /> households. <br /> For the 2004-05 Program Year, the Housing & Human Concems Committee requested that in <br /> light of a reduced entitlement amount, that CDBG funds be used to fund homeless and <br /> housing activities under the Public Service category. For this reason, the activities proposed <br /> for 2004-05 are provided at the various locations where the shelters are located. Programs <br /> like Human Investment ProjecYs Shared Housing and Seff Sufficiency Programs and La Raza <br /> Centro Legal will continue to be housed at the Fair Oaks Community Center. The Housing <br /> Accessibility Modifications Program and Home Improvement Loan Programs will continue to <br /> operate citywide based on home owner eligibility. <br /> The City is committed to making funds available communiry wide to reach as many low- <br /> income, special needs and ethnic populations as possible. The City also funds activities <br /> located outside the City to create opportunities for special needs populations. <br /> The City makes a distinction between programs and senrices and non-housing community <br /> development activities including providing public facilities and public facility improvements. <br /> The City does not have a policy to limit spending federal funds in any one specific area of the <br /> City. Programs are targeted to eligible households in the City regardless of location. <br /> Public facility improvements are carried out without regard to location as long as the primary <br /> population being assisted is low-income households and persons. For example, the Kainos <br /> Hillside Stabilization Project is not located in a low income Census Tract, however, the <br /> population they serve are developmentally disabled adults and are assisted under the City's <br /> goal to serve special needs populations.
