■ �� <br /> - 7.As2� <br /> � <br /> EXECUTIVE SUMMARY <br /> HOME INVESTMENT PARTNERSHIP FUNDS <br /> Program Description <br /> FY 2004/2005 <br /> The City's Consoiidated Plan is a comprehensive planning strategy to maximize <br /> resources for tow income residents and includes HOME, CDBG, and other sources of <br /> state, local, and private funding to meet the identified needs. In May 2000, the Ciry of <br /> Redwood City adopted a Consolidated Plan that was developed in conjunction with <br /> senrice providers, educationai and vocational institutions, health and human service <br /> organizations and members of the general public. <br /> Housing and Human Concems Committee members conducted site visits and held <br /> discussions with non-profit organizations during 2003. In December, the Committee <br /> held its Annual Goal Setting Meeting to update the Citys unmet needs, ident�ed the <br /> criteria to be used for funding for FY 2004-2005, and made funding recommendations, <br /> _ giving utmost consideration to basic human needs. The updated criteria: <br /> 1. Assessed the City's housing needs and expected resources for addressing the <br /> needs, <br /> 2. Set forth a unified planning strategy to address needs of low and very low income <br /> residents and special needs populations, and <br /> 3. Developed strategies to provide housing and related services to reduce <br /> homelessness and assist those at risk of homelessness. <br /> The updated criteria for 2004-2005 proposed that the City target federal resources for <br /> homeless and housing intervention programs, and permanent affordable housing to <br /> assist low income persons leading to self sufficiency. Self-Sufficiency includes a defined <br /> career and vocational plan, with supportive service assistance with the intent of helping <br /> low income households to rise above poverty and to acquire the ability to afford housing <br /> and essential needs without governmental assistance. The Plan criteria required <br /> service organizations to network and collaborate in the delivery of comprehensive <br /> services to maximize effectiveness and resources. The Fifth Annual Action Plan <br /> containing recommended uses of HOME funds in 2004-2005 is to be adopted by the <br /> City Council on April 26, 2004. <br /> The primary target populations identified in the Consolidated Plan for assistance from <br /> HOME funds include low and very low-income renters.
