The Planned Development Permit and Tentative Map review will <br /> take place at a future public hearing before the Planning Commission. At that <br /> -- same hearing, the Planning Commission wili also consider a Statement of <br /> Overriding Considerations with Findings for each significant and unavoidable <br /> environmental impact identified in the EIR. The ;�roject cannot b� approved <br /> without adoption of a Statement of Overriding Consl+erations, which :s made at <br /> the time a project is approved, which in this case w�uld be with the Planned <br /> Development Permit. <br /> Planned Develooment Permit: The proposed project includes several aspects that <br /> do not specifically comply with the proposed IR Zoning District standards, including <br /> height and setbacks. Also, the floor area ratio is proposed to be balanced over the <br /> entire site. The applicant proposes to obtain a"Maste�' Planned Development <br /> Permit for the total site build out, site plan, landscaping, height and setback <br /> deviations, and other basic development criteria. The applicant intends to obtain <br /> individual Architectural Permits for each building and the landscaping after detailed <br /> design review of each phase. <br /> Tentative Mao: The proposed project includes an eight-lot subdivision. Each <br /> building would be located on a separate parcel surrounding a common parcel. The <br /> common parcel would provide access to the other seven parcels and wouid include <br /> a"no build" restriction to ensure that it is retained for access and open space. The <br /> Tentative Map would include full development plans for each phase for all utilities, <br /> landscaping, and other criteria. <br /> `" RECOMMENDATION: <br /> 1. Make the following three findings and Certify the Environmental Impact Report: <br /> • The EIR has been completed in compliance with the California <br /> Environmental Quality Act. <br /> • The Planning Commission has reviewed and considered the information <br /> within the EIR prior to approving the project. <br /> ■ The Final EIR reflects the City's independent judgment and analysis. <br /> 2. Recommend approval to the City Council of the Zoning Map Amendment from <br /> the General Industrial (GI) Zoning District to the Industrial Restricted (IR) Zoning <br /> District. <br /> 3. Recommend approval to the City Council of the Zoning Test Amendment to allow <br /> a floor-area-ratio (FAR) exemption for child care facilities that are provided on- <br /> site, in conjunction with projects with gross floor areas greater than 50,000 <br /> square feet. <br /> ALTERNATIVES: <br /> 1. Do not certify the EIR, and recommend that additional study and analysis be <br /> conducted. This will result in a future certification hearing before the Planning <br /> Commission. <br /> 2. Certify the EIR, recommend the Zoning Map Amendment to City Council as <br /> proposed, but recommend the applicanYs proposed Zoning Text Amendment, <br /> v which would allow for FAR exemptions for child care and certain public <br /> educational facilities associated with the development of large projects in the <br />
