<br /> Award of Contract — Fair Oaks Elementary School Sport Field Improvements Project
<br /> Recommendation
<br /> Approve the Contract Documents, deny the bid protest filed by Interstate Grading and
<br /> Paving, Inc. ("IGP"), waive the minor irregularities in Dryco Construction, Inc.'s bid, and
<br /> award the contract for Fair Oaks Elementary School Sport Field Improvements Project
<br /> to the lowest responsible bidder, Dryco Construction, Inc. of Fremont, Califomia, for
<br /> their low bid of $803,876.
<br /> Background
<br /> Over the past three years, the sports fields at Taft Elementary School, Garfield
<br /> Elementary School, and Hoover Park/Schooi have been improved through the
<br /> cooperation from the County of San Mateo and the Redwood City Elementary School
<br /> District. This is the fourth such project to improve the sport fieids at the different
<br /> elementary school sites in and around Redwood City. The objective is not only to
<br /> �_ improve the quality of the fields, but also to extend the useable hours that sports can be
<br /> played on the fields, and therefore making the playfields more avaitable for the citizens
<br /> of Redwood City.
<br /> The design of this project staRed in early August 2003, and the Contract Documents
<br /> were produced by Beals Sport, who also successfully assisted us with the previous
<br /> sport field projects. The design utilizes in-filled synthetic turf, similar to the product
<br /> used at Hoover field. This type of product is proving to be extremely successful not
<br /> only in Redwood City, but throughout the entire Bay Area Region. This project went out
<br /> to bid in September 2003, but the project was not awarded due to tight time constraints
<br /> between the potential project start date and the impending wet season.
<br /> This current bid opening was held on February 18, 2004, in the office of the City
<br /> Engineer. A total of five (5) bids were received, which are summarized below.
