<br /> Consultant Agreement with Freedman, Tung, and Bottomley Urban Design to prepare
<br /> Construction Documents for the Streetscape Portion of the Retail/Cinema Project,

<br /> Approve the Agreement with Freedman, Tung, and Bottomley Urban Design (FTB) to
<br /> prepare construction documents for the Streetscape portion of the Retail/Cinema Project
<br /> in an amount of $468,000, and authorize an additional $20,000 for Project Review in the
<br /> Downt wn Ar .

<br /> Background
<br /> FTB was hired to prepare concept plans for the "public" areas around the Retail/Cinema
<br /> Project. This work included the concept for Theatre Way, Broadway (with the protected
<br /> ,_ drop-off, Jefferson Avenue, and Middlefield Road.
<br /> The preferred design includes many features that are unique, and require significant
<br /> design services. When City Standards can be used, they will be, but nearly all of the
<br /> paving surfaces, street fumiture, and special features will have to be taken from the
<br /> concept stage to the construction documents, as part of this contract.
<br /> FTB will be working closely with City staff and the design and construction team for the
<br /> Retail/Cinema Project to insure that the improvements will be of the quality expected of
<br /> the entire Pro'ect.

<br /> FTB has also been providing design review services for projects in the Downtown Area
<br /> (including the Retail/Cinema Proj2ct) through the Contract for "Urban Planning and
<br /> Urban Design Assistance" approved, October 7, 2002. The additional $20,000 will
<br /> allow the City to use FTB to quickly review new projects that are now in the early design
<br /> stage. This will also allow coordinatior, with the Retail/Cinema Project, the streetscape

<br /> Alternatives
<br /> Another consulting firm could prepare the construction documents, but there is no
<br /> certainty that the quality and attention to detail would be equal.
