Vice Mayor Pierce suggested that research should be done to uncover the historical record of how the development was planned. Charles Jany utilized Powerpoint slides (on file) to present a brief overview of non- conforming uses; he stated that it is important to emphasize that non-conforming use does not mean illegal. He called upon Curtis Williams to help discuss the purpose of the proposed zoning amendment. Council Member Howard noted that the Planning Commission minutes addressed all issues.
