(ABA) to
provide schematic design, design development, working drawings and construction
administration for State Grant approved Redwood Shores Community Library.
Recommendation
Approve the Agreement with ABA to provide schematic design, design development
and working drawings in an amount not to exceed $1,218,352.00.
Background
On September 23, 2002, the City contracted with ABA to provide professional senrices
for developing a needs assessment, preparing conceptual plans, holding pubiic
meetings, completing the State Grant application for Libraries, and other professional
architectural and engineering services, as required for the proposed Redwood City
Branch Library in Redwood Shores. Now referred as the Redwood Shores Community
Library, the needs assessment and conceptual design were completed and submitted
to the State in March 2003. In a very competitive competition with other cities and
public agencies, Redwood City was notified on November 19, 2003 that a funding
award was approved by the State in the amount of $10.1 mitlion.
Project Timetable - The design along with various stages of review by the community,
staff and the Office of the State Library are scheduled to be completed by December
2005. The construction of the new library is estimated to take approximately 18 months,
with a grand opening in the fall of 2007.
Alternative
Council can elect to not approve this Agreement and thus, not authorize the consultant
to provide schematic design/design development, working drawings and construction
administration for the State Grant approved Branch Library in Redwood Shores. The
existing site would remain undevelopd, and the City would forfeit Grant funds in the
amoun f
t o $10.1 million.
Fiscal Impacts
The cost for these design services will be reimbursed by the Grant awarded by the
California State Library, Office of Library Construction and funds approved from
General Improvement District (GID) 1-64. The State's Grant funds in the amount of
— $10.1 million represents 65% participation with the City's matching contribution of 35%
Page 1 of 2
