' .. <br /> May 10, 2004 <br /> Subject <br /> Award of Contract - Redwood City Police Department Air Handler Cooling Coil <br /> Replacement Project <br /> Recommendation <br /> Approve the Contract Documents and award the contract for the Redwood City Police <br /> Department Air Handler Cooling Coil Replacement Project to the lowest responsible <br /> bidder, Western Allied Mechanical of Menlo Park, in the amount of $45,791. <br /> Background <br /> The Police Facility was built in 1991. With the proximity of the salt water air, from the <br /> adjacent Bay and Wetlands, the salt has been attaching to the aluminum fins and coils <br /> of the air handler, corroding the system and creating a condition needing higher <br /> maintenance to protect the system from worse corrosion and system failure. This <br /> project will replace the aluminum finned and tube coils with a copper coil system to <br />',-- extend the life of the air handler and reduce maintenance costs. <br /> The one (1) bid received for the above-referenced project was opened in the Office of <br /> the City Engineer (public counter - Maps & Records area) Wednesday, March 24, <br /> 2004. <br /> Rank Bidder Amount <br /> 1 Western Allied Mechanical, Inc. - Menlo Park. CA $45,791 <br /> <br /> The bid of $45,791 is 69.6% higher than the Engineer's Estimate of $27,000. After <br /> review of the bid, it was determined that the Engineer's Estimate underestimated the <br /> price of the copper coils and the labor for removing the existing coils and installing the <br /> new copper coils. Furthermore, although five Mechanical Contractors attended the <br /> mandatory pre-bid meeting, only one formal bid was submitted. This was due to the <br /> lack of availability of mechanical contractors at this time; the degree of difficulty in <br /> working within confined spaces in the mechanical room of the existing Police Facility, <br /> and the specialized work required to replace the coils. <br /> - . <br /> In order to reduce the price of the project, it is proposed to modify the contract to allow <br /> the contractor to work weekdays in lieu of the restricting the work over one weekend. <br />'--- <br />
