Reject all bids, and direct the return of bid security for the project entitled, "Schaberg <br /> Branch Library Remodel 2003". <br /> 2. Approve Amendment No.1 to the Agreement with William Fisher Architecture, Inc. <br /> to revise the Design Documents for the Schaberg Branch Library Remodel, in an <br /> amount not to exceed $24,000. <br /> Background <br /> The Schaberg Branch Library does not meet current ADA requirements, and this <br /> project will upgrade the bathrooms, and the front and side entrance into the facility to <br />- provide ADA access. In addition to a new elevator, the design also replaces the <br /> existing HV AC system, makes repairs to the roof due to the new work, provides a new <br /> computer learning center in the basement, adds a new roof screen, remodels the <br /> bathrooms, and other improvements. <br /> Five bids were submitted to the City on Wednesday, March 24, 2004 with the apparent <br /> low bid of $750,000 from A&A Construction. The Engineer's Estimate was $625,000. <br /> In review of the bids, it was felt that the cost for the roof screens, plumbing, electrical <br /> upgrades, elevator, and HVAC system were higher than anticipated for both material <br /> and labor costs. In discussions with the new Library Director, it was decided that a new <br /> ADA ramp to access the lower floor would be more desirable than an elevator. In <br /> addition to eliminating the elevator to lower the cost of the project to meet the budget; it <br /> was agreed to eliminate the new HV AC system, roof screens and associated roof <br /> repairs, delete the new front checkout counter and eliminate two of the five restroom <br /> facilities. . <br /> In addition, based on the current design, it was determined that it will be necessary to <br /> hire professional movers for the packing and storing of the books and furniture. The <br /> estimate for this item is approximately $60,000. Therefore, if we modify the design, it <br /> will no longer be necessary to move and store the books and furniture, saving us <br /> $60,000. <br />-- <br />
