All City funds must be spent for additional renovations to Carrington Hall, which <br />additional renovations shall be for those improvements and work not <br />contemplated within the initial Three Million Dollars ($3,000,000) project budget. <br />Construction of the additional renovations must begin no later than January 1, <br />2005, in order for City's obligation to remain in effect. <br />4.
