REP�RT _ � <br /> A-� <br /> To the Honorable Mayor and City Council <br /> -From the City Manager <br /> July 26, 2004 <br /> Subject <br /> Parking Bail Schedule Revision <br /> Recommendation <br /> The City Council introduce an ordinance amending Municipal Code Sections 20.95.1.C, <br /> 20.95.2.B, 20.127, and 20.190, to provide for an increase in the parking bail schedule from <br /> $20.00 to $25.00, effective September 9, 2004. <br /> Background <br /> The City's current bail schedule of $20.00 for parking violations is substantially lower than <br /> that of many of our surrounding cities. Those cities maintain parking bail schedules <br /> ranging from $16.00 to $35.00 for parking meter violations, fixed time parking violations, <br /> and marked curb violations, such as green, red, yellow, or white zones. The City's parking <br /> bail schedule was increased in 2003, but remains lower than the average and remains as <br /> one of the towest of our surrounding cities. An increase of the parking bail schedule for <br /> meter violations, fixed time parking violations, and marked curb violations to $25.00 would <br /> more closely reflect the parking bail schedules of our neighboring cities. <br /> The City's parking enforcement results in an average of 24,060 citations issued annually <br /> for meter violations, fixed time parking violations, and marked curb violations. The majority <br /> of these citations are issued for meter violations. <br /> The City Council revenue sub-committee, consisting of Mayor Ira and Councilpersons <br /> Hartnett and Foust, conceptually approved increasing the parking bail fines by $5 per <br /> citation. This recommendation was then presented to the full Council at the June 21st <br /> budget study session. At that time, staff advised the Council that we would present Council <br /> with an ordinance increasing these bail fines later this fiscal year. Accordingly, the <br /> increased revenue associated with this increase has been included in the revenue <br /> estimates for FY04/05. <br /> On July 6, 2004, the Finance Director met with the Redwood City Downtown Business <br /> Group and advised them of the proposed parking bail fine increase to $25.00. <br /> Alternatives <br /> 1. The City Council could choose to amend City Codes and increase the parking bail <br /> schedule to another bail amount. <br /> 2. The City Council could choose not to provide for an increase in the parking bail <br /> schedule. The selection of this alternative would continue to maintain parking bail <br /> fines at a level lower than those employed by our surrounding cities. <br />
