Courthouse Square Conceptual Designs (continued from May 3, 2004) <br /> Redevelopment Agency Manager Moeller explained that this is the second study <br /> session on the topic. The first session reviewed the public process that had been <br /> underway since last October. Michael Freedman of Freedman, Tung and <br /> Bottomley (FTB) made a presentation on some refined concepts based on the <br /> input received at the May 3, 2004 study session. <br /> Mr. Freedman stated that at this point in the project, FTB will be staying with the <br /> City Council, Planning Commission and Architectural Review Board until Council <br /> finalizes the final definition or design concept that will allow moving forward to <br /> finalize that definition and begin the preparation of construction documents for <br /> public bid and construction. He reviewed the options from the last study session <br /> and presented the concept modifications based on comments received. <br /> Council Members, Planning Commissioners and Architectural Review Committee <br /> Members made comments with preference toward option C. <br /> Recess: 9:00 - 9:15 p.m. <br /> Public Comment: <br /> John Anagnostou stated that Option C is best, it is a scene of scenes, and that <br /> the materials are appropriate for the courthouse restoration. He stated that a <br /> center fountain should not be a structure so as to not impact events in the plaza. <br /> A portable stage with a height of 18 inches is best and avoids code issues, <br /> safety issues and easy access. He also supported the use of pear and palm <br /> trees. <br /> Nick Watry stated that the project started in 1997 and he hopes that tonight <br /> would start from schematics to design development and stated the advantages <br /> of a vote for that at this time. The cost of the interactive fountain could be <br /> developed and he encouraged Council to assign FTB to move forward having <br /> heard consensus for Option C.
