Find that the Zoning Map Amendments are in the public interest and are consistent <br /> with the purposes of the Redwood City Zoning Ordinance and the General Plan. <br /> 2. Approve the Zoning Map Amendment for the Seaport Plaza property located at 100- <br /> 200 Cardinal Way as well as a portion of Cardinal Way from the General Industrial <br /> (GI) to the Industrial Park (IP) Zoning District. <br /> 3. Approve the Zoning Map Amendment for the Stanford Boathouse property located <br /> at 300 Cardinal Way from the General Industrial (GI) to the Industrial Restricted (IR) <br /> Zoning District. <br /> Background <br /> In April 2001, the City Council approved a Zoning Text Amendment that made office park <br /> development non-conforming in the General Industrial (GI) Zoning District. The Seaport <br /> Plaza office development, which includes 100 and 200 Cardinal Way, had already been <br /> approved and was under construction prior to this amendment. Thus, upon completion, <br /> Seaport Plaza was immediately deemed to be a nonconforming use based upon this <br /> Zoning Ordinance Amendment. The property owner is seeking to adjust the Zoning <br /> designation for the Seaport Plaza development, in order for it to be considered a <br /> conforming use. At the same time, the City is initiating rezoning the adjacent parcel at 300 <br /> Cardinal Way, known as the "Stanford Boathouse" development as a Zoning Map "clean- <br /> up." The Planning Commission held a public hearing and reviewed the proposed <br /> amendments on June 1, 2004 and recommended approval of the amendments to the City <br /> Council. <br /> Site Description: <br /> The project site is located on Redwood Creek at the terminus of Cardinal Way, which is a <br /> private street. Most of Cardinal Way is owned by Equity Office Properties, the owner of the <br /> Seaport Plaza development. The remainder. of Cardinal Way is a part of the Stanford property. <br /> The total site area is approximately 10 acres and includes 5.76 acres for Seaport Plaza, 1.1 <br /> acres for the Stanford Boathouse, and the remainder for Cardinal Way. Adjacent land uses <br /> include Redwood Creek to the north; the Abbott Laboratories Property (currently used by <br /> Marine Science Institute and for bittern shipment) and the Port of Redwood City to the east; <br /> Seaport Center office park to the south; and Seaport Center and Redwood creek to the west. <br /> The site is further identified in the map, provided below. <br /> Seaport Plaza: The proposed Zoning Map Amendment for Seaport Plaza is from the <br /> General Industrial (GI) to the Industrial Park (IP) Zoning District. The IP Zoning District allows <br /> for office, high-tech, and bio-tech R&D uses, which corresponds to the use of Seaport Plaza. <br />
