In his budget proposal released last Friday the Governor proposed an <br />. <br />. increase of $1.3 billion in the annual ERAF shift to the state from local govern- <br />. ments. The Governor's budget summary compares the amount to the $1.3 <br /> billion of VLF backfill "borrowed" from cities and counties in the 2003-04 <br /> budget, but the similarities end there. The proposed ERAF shift is permanent <br /> and would not be repaid.
