ADJOURN THE REDEVELOPMENT AGENCY MEETING <br /> Mayor Ira announced that based on the Fair Political Practices Commission advice <br /> that he is able to participate in the retail/cinema project study session without conflict of <br /> interest. <br /> 7. STUDY SESSION: <br /> Joint Study Session to Review Concept Plans for Streetscape Project <br /> Redevelopment Manager Moeller introduced Michael Freedman to conduct the study <br /> session. Mr. Freedman explained the background and that the point of the <br /> presentation and discussion would be to obtain direction on the design concept for the <br /> Broadway frontage for the retail/cinema project. He proceeded to explain prior <br /> decisions made and the current plan at this point, while describing the protected drop <br /> off component. Mr. Freedman stated that direction is needed for a decision on <br /> whether to use the protected drop off or standard drop off. <br /> City Council, Planning Commission and Architectural Review Committee members <br /> asked questions and made comments. <br /> Public Comment: <br /> Bob Baldwin asked whether the area across from the retail/cinema project might have <br /> buildings several stories high as in Palo Alto. <br /> Bob Bryant asked if coming down Theatre way with the island, will the cars turn and <br /> go down the island or go down the regular thoroughfare should they not choose to <br /> drop off at the theatre. <br /> Consensus was reached to utilize the protected drop off option, shaving a foot off the <br /> one lane, putting the extra foot on the sidewalk, and consideration of pulling trees out <br /> into the parking zone. <br /> 8. MATTERS OF COUNCIL INTEREST <br /> A. Legislation (information only) - This sub-section involves possible discussion of <br /> City Position on Proposed Legislation described in the League of California Cities <br /> Priority Focus Bulletin Nos. 48-2003 and 49-2003. Council may direct staff to act <br /> on positions taken by Council.
