",.."i ,..'i' > ," "'[ <br /> R..I3..e'().'R-r. <br /> 'l"o.[tH~H~i19fa~I~:",,~y()..ia~~[~ityCouncil <br /> I '. , ".,.".' :EromrtbeiCityManager <br /> January 26, 2004 <br /> Subject <br /> Disposal of Surplus Property <br /> Recommendation <br /> Declare Police Department and Public Works Services Department radio equipment as surplus <br /> property. <br /> Background <br /> In November 2002, Council approved the expenditure of Capital Improvement Funds by the police <br /> department to replace the department's analog radio system and join the San Mateo County <br /> Sheriff's Office new Voice Radio Digital Trunking System. The department's analog system was <br /> ten years old, beginning to show wear, and was no longer supported by the vendor and <br /> maintenance provider. The radio system had suffered transmission problems over the past 18 <br /> months and was in need of replacement. <br /> The department purchased new digital radio equipment, including portable and vehicle radios, to <br /> replace its older analog equipment. The purchases have resulted in a surplus of analog radios <br /> that will no longer be compatible with the new digital system. <br /> The police department acts as the centralized collection and storage point for city portable and <br /> mobile radio property, either worn out and/or surplus for various city departments. Government <br /> Code Section 37351 and Section 3-1/2(d) of the Charter of the City of Redwood City as amended, <br /> permits the sale of any city personal property having an appraised value of five thousand dollars <br /> ($5,000) or less without public notice or public bid for any reasonable amount, irrespective of its <br /> appraised value. <br /> A total of 268 pieces of radio equipment are to be surplused, per the attached list (Exhibit A). <br /> Alternative <br /> Continue collecting and storing all the city's surplus property, however, this property is taking up <br /> valuable space. <br /> Fiscal Impact <br /> Z?J:e 0::.e of the surplus property will be retume(:t General Fund. <br /> .
