I . ,. - <br /> 7.D.¡ <br /> REPORT <br /> To the Honorable MayòrMd City Council <br /> '- From the City Manager <br /> April' 12,2004 _c <br /> Subject <br /> Community Input Process for Fiscal 04-05 Budget <br /> Recommendation <br /> It is recommended that City Council accept the plan developed for community input into the <br /> Fiscal Year 04-05 General Fund Budget. <br /> Background <br /> In light of our City's core purpose of, "Building a Great Community Together", we have <br /> devised a strategy for getting community input into our current budget situation. We are <br /> proposing two meetings to receive this input. At both sessions participants would <br /> receive the budget cover memo that details the City Manager's proposed balanced <br /> budget. Each session would include an information piece describing where our funding <br /> comes from and our current revenue situation. We would then employ some of the <br /> processes and techniques of the Community Builders program to try and get Council <br /> the best possible input on the City Manager's recommended budget and some <br /> "- alternatives. Lastly, we propose to review some potential revenue increases and get <br /> feedback from the group on their appropriateness. <br /> At the first session we would invite former participants in PACT and the Community <br /> Builders Program as they already have a working knowledge of the City and its various <br /> departments. The second session would be open to the public but use the same <br /> process. All of this information would be collected and presented to Council prior to <br /> your June budget study sessions. <br /> Through this process we hope to educate public about our financial situation; get direct <br /> input on the reactions of residents to our recommendations; and potentially some <br /> alternative ideas that should be explored. <br /> Alternative <br /> The Council could choose to not support or modify this community input process proposal. <br /> Fiscal Impact <br /> None.
