He summarized that the City must either cut expenditures or raise revenues, but <br /> because the Council sub-committee on revenue sees no possible revenues at this <br /> time, expenditure cuts are necessary to close the gap. The Governor is expected <br /> to deliver an update of the State budget that will qive an idea of the revenues and <br /> proposal, but the budget is not approved until tw� thirds of the Legislature passes <br /> it. He further explained that the local initiative is a rneasure that has qualified for <br /> the November ballot, does not raise taxes, does not give cities and counties back <br /> monies that the State has already taken but does prevent the State from taking <br /> any more money. The third area to consider is Workers Compensation and the <br /> City's budget was increased by slightly less than $1 million just to cover costs. The <br /> State has passed some recent legislation that will not really help with the City's <br /> primary cases in the Police and Fire Departments. <br /> He stated that fairly substantial expenditure cuts will be recommended in June <br /> which are in the area of $5 million. <br /> Recommendation: <br /> Information only — no action needed. <br /> 10. MATTERS OF COUNCIL INTEREST <br /> A. Legislation (information only) - This sub-section involves possible discussion of <br /> City Position on Proposed Legislation described in the League of California Cities <br /> Priority Focus Bulletin No. 17-2004. Council may direct staff to act on positions <br /> taken by Council. (Copies of League of Califo�nia Cities Priority Focus available in <br /> City Clerk's Department.) <br /> B. Vice Mayor Pierce — stated that she, along with Council Members Howard and <br /> Pierce, and City Manager Everett would be attending the Legislative Action Days <br /> on May 12 in Sacramento to communicate the local budget situation and seek <br /> collaboration. <br /> C. Mayor Ira — stated that an additional joint study session on the Courthouse Design <br /> Concept is scheduled for July 12 and he requested that the first Budget Study <br /> Session be scheduled to begin at 6:00 p.m. on June 21.
