Gardner Center/Stanford University, the Redwood City <br /> School District, and Redwood City 2020/the City of Redwood City, for the Academy for <br /> Community Schools Development (ACSD) <br /> Recommendation <br /> Authorize the City Manager to Execute the ACSD Agreement between the City of <br /> Redwood City/Redwood City 2020 (RC 2020), the John W. Gardner Center/Stanford <br /> University (Gardner Center), and the Redwood City School District for fiscal year <br /> 2003/2004. <br /> Background <br /> The City of Redwood City, in partnership with the Redwood City School District, the <br /> Sequoia Union High School District, and the Ccunty of San Mateo, formed Redwood <br /> City 2020 in 1995. The partners have been jointly funding RC 2020 since then, with the <br /> City of Redwood City acting as the collaborative's fiscal agent. In the summer of 2002, <br /> the Gardner Center at Stanford University agreed to become a funding partner and <br /> participate in the governance of the RC 2020 collaborative. <br /> The original Cooperative Agreement befinreen these parties outlined the concept of an <br /> Academy for Community Schools Development (ACSD). The ACSD would convert a <br /> subset of Redwood City School District schools into "community schools" (which include <br /> Taft, Hoover, Fair Oaks and Kennedy Middle Schools) that combine the rigorous <br /> academics of a quality school, with a wide range of vital in-house services and supports, <br /> and opportunities to promote children's learning and development. The ACSD program <br /> will engage finro Bay Area communities in San Mateo County, - Redwood City and the <br /> Mid-Coast community of San Mateo County, - in a three-year process of supporting <br /> effective and sustainable community schools. <br /> The proposed agreement befinreen these parties will provide financial resources to <br /> implement the ACSD. <br /> The ACSD will bring together a leadership team from the community for quarterly <br /> academy sessions geared toward planning, implementation, and sharing what they <br /> have learned about how to effectively develop community schools between Redwood <br /> City and the Mid-Coast community of San Mateo County. Throughout the process and <br /> between sessions, the participating communities will be supported by a team of Gardner <br /> Center staff members, affiliated faculty, and graduate students with expertise in <br />
