Such elements include but are <br /> not limited to reflective glass, site lighting, building lighting, size, type, and <br /> location of communication equipment, size and locations of HVAC exhaust vents, <br /> flag po/es, water features thaf may attract birds, and other items to th�� extenf in <br /> which they may impair the normal and safe operation of aircraft. The A� UC_staff <br /> and County Airport Manager review comments and/or suggested revisions shall <br /> be incorporated into the final building plans, if necessary, prior to the city issuing <br /> a building permit(s) for each construction phase. <br /> Staff is concerned that the City may be giving up some of its building permit review <br /> authority to the County who could request significant changes to the project and/or hold <br /> up the building permit process. Although the County's (and City's) intent is to provide <br /> safe and normal operation of aircraft in the vicinity, as currently written this condition <br /> could impact the City's discretion over the project. Staff believes that it can achieve that <br /> same goal of safety by proposing the following wording (note: new text is underlined): <br /> ' The Develover shall submif a set of final building <br /> plans for each construction phase of the project to ALUC staff and to the County <br /> Airport Manager for staff level review of architectural and design elements to <br /> ensure the safe passage of aircraft in flight in fhe vicinity of the project site. <br /> Such elements ' shall be limited to reflective g/ass, <br /> site lighting, building lighting, size, type, and location of communication <br /> equipment, size and locations of HVAC exhaust vents, flag poles, aAe! wafer <br /> features that may attract birds, and other desiqn items to the extent in which <br /> thev mav impair the normal and safe oaeration of aircraft.
