�7. � - �,� <br /> Finally, the developer will have to construct an on-site storm drain and sewer collection <br /> system, including pump stations as required by the Engineering and Construction <br /> Department. <br /> Schoo►s Impacts <br /> The Envrronmental Impact Report for the project concluded that the project would result <br /> in an increased demand for local public school services. It calculated that the project <br /> would generate approximately 200 � 285 grade K-8 students and 580 9th — 12th grade <br /> students at full occupancy. The school district currently collects school impact fees to <br /> offset a project's impact on local facilities. It is estimated that the developer of MSV will <br /> have to pay approximately 6.3 million dollars in school impact fees. <br /> The EIR concluded that the project would not have a significant impact on schools. <br /> According to the EIR which references State Law: "The duty of a lead agency to <br /> mitigate school impacfs beyond the stafe-mandated fees arises o� where there is a <br /> physical environmental impacf involved beyond the mere addition of students to a <br /> school" <br /> Although the EIR concluded there was no impact, the Redwood City School District <br /> requested that the City conduct a"student yield study" and "district capacity analysis° to <br /> be completed before the City formally approves the development. The City hired a <br /> demographic research firm with experience in this field to prepare such a study. Please <br /> refer to the report under separate cover entitled: Analvsis of the Probable Enrollment <br /> tmpact of the MSV Development on the Redwood Citv and Sequoia Union Hiqh School <br /> Districts <br /> The report projected an even lower number of students than the EIR. It concluded MSV <br /> would generate 205 students in grades K-8 (versus 200-285 projected in the EIR), and <br /> 107 students in grades 9- 12 (versus 580 projected in the EIR). It recognized that few <br /> homeowners with children will live in high rises. The study also projects declining <br /> enrollment for the Redwood City School Districts in the foreseeable future. <br /> Even with the finding of no or little impact in the EIR, the Precise Plan does require the <br /> designation of land area or building area su�cient to support development of a K-5 <br /> elementary school, if needed, in the future (Pg. 29}. It does not specify, however, where <br /> such a school site should be located on the site. <br /> The Superintendent of the Redwood City School District in a letter to the City expressed <br /> support for the project, but also expressed some concern regarding student impacts. <br /> He requested that the MSV Development help pay for the cost of student busing, and <br /> also that the City "convene a meeting of all present and future developers.....for the <br /> purpose of identifying future school sites".
