The negatives included concerns that it would be too <br /> dense and inappropriate adjacent to a wildlife preserve; that the buildings would be too <br /> high, the street environment would not be sufficiently pedestrian friendly and that the <br /> site would remain too isolated and therefore dependent upon the private automobile. <br /> The positives included the creation of up to 1,930 housing units in a market area that <br /> has created few new units; with 97 units being designated for very low-income people <br /> and another 193 units for moderate-income households; and the creation of pleasing <br /> esplanades along the outer edge and around the marina basins that will be open to <br /> everyone in the City. In addition, this type of a dense, urban development will most <br /> likely become the blue-print for the Bay Area region as land costs continue to increase. <br /> If developers cannot "build up" then they will continue to "build out" causing more sprawl <br /> and in-commuting from other parts of the region, similar to what has happened in the <br /> Los Angeles Basin. <br /> The Planning Commission weighed these and other issues and voted to recommend the <br /> Precise Plan and the other implementing steps to the City Council. <br /> Alternatives ' <br /> 1. Deny the MSV Project by not approving the above entitlements. <br /> 2. Take no action, and ask staff to further revise the Precise Plan and/or Development <br /> Agreement for further review and discussion. <br /> Fiscal Impact <br /> The City estimates that, if the entire project were built today, the City would receive <br /> approximately $3,000,000 in annual revenues in today's dollars (from property tax, <br /> motor vehicle fees, sewer and water fees, etc). There will be some increased City <br /> costs associated with this development, relating to provision of City services such as <br /> police and fire, and the maintenance of city infrastructure. However, it is difficult to <br /> estimate these potential costs over the 20 year period of the development. <br /> i _ <br /> 16 <br />
