Cv. �2 <br /> . Customer site retrofits for each existing private or public site with a landscape <br /> irrigation meter. Retrofits will occur as each property owner has agreed to convert <br /> to recycled water for landscape irrigation and industrial uses. <br /> The recycled water disinfection facility and the storage and pumping facilities will be in a <br /> single structure located at the SBSA treatment plant site. The Project plan calls for this <br /> facility to be designed and constructed by SBSA and paid for by Redwood City. Upon <br /> completion of construction and acceptance by the City the facilities ownership wifl be <br /> transferred to the City. SBSA will be responsible for operation of the disinfection facility <br /> while the City will be responsible for the operation of the storage and pumping facilities. <br /> The production of recycled water will be SBSA's responsibility up to the "Point of Delivery" <br /> which will be defined as where the recycled water enters the storage tank. The ownership. <br /> and responsibility for the water will transfer from SBSA to Redwood City at the Po�nt of <br /> Delivery. Since the structure will be a City-owned facility, the disposition of real property <br /> beneath the structures has been addressed in a long-term lease agreement ("Lease"). <br /> The plans and specifications for the construction of the SBSA Disinfection, Storage, and <br /> Pumping Facilities were prepared by Kennedy/Jenks Consultants and are at 100% <br /> completion. Bid documents have been reviewed and compiled by the project construction <br /> manager, the Covello Group. All documents have been rigorously reviewed by staff from <br /> Engineering & Construction, Public Works Services, and SBSA. The schedule milestones <br /> are: <br /> • Oct. 27 — SBSA Commission approval of plans and specifications, call for bids <br /> • Nov. 01 — Bid packages available to bidders <br /> • Dec. 09 — Bid opening <br /> •.�an. 10 — Council considers approval of low bid � <br /> • Jan. 19 — SBSA Commission considers award of contract <br /> • Construction will begin in February 2005 and be completed in July 2006. <br /> Pursuant to the Redwood Shores Bayfront Specific Plan, adopted in 2002, a use permit is <br /> required for the recycled water facilities at SBSA. Following a concerted public outreach <br /> effort (see attached copy of hand-out / mailer), the Redwood City Zoning Administrator held <br /> a public hearing on Oct. 13, 2004, and has subsequently issued her approval of the Use <br /> Permit with some conditions related to landscape screening and aesthetics delineated in <br /> the Specific Plan and public comments received. <br /> Alternative <br /> Provide alternative direction. <br /> Fiscal Impact <br /> The preliminary, estimated cost of the "Alternative TF" Project as recommended by the <br /> Recycled Water Task Force was $43.6 million, of which approximately $12 million was <br /> apportioned to project facilities at SBSA. That estimate (based on 2002 dollars) was <br /> refined to $14 million in June 2004, as the construction materials market (concrete and <br /> steel) began to show serious cost escalations. Given the market trends since June, and <br /> the finalization of the design for the disinfection, storage, and pumping facilities (nearly all <br /> concrete and steel), the project team now estimates that the cost of these improvements at <br /> SBSA could range from $15 to $18 million, with the variance highly dependent on the <br /> construction bid market. The team is in consensus that delaying bidding will only make the <br /> financial impacts worse, and further, it will be important for the City Council to have a�rm <br /> Page 2 of 3 <br />
