'.. .....Fth.CfWM... .... <br />". ......<~m..~...cm~lI'r <br />. -- .' . . . <br />August 28, 2006 <br />Subject <br />Agreement with Youth and Family Enrichment Services (YFES) <br />Recommendation <br />Approve and Authorize the City Manager to Execute the Agreement between the City of <br />Redwood City as fiscal agent for Redwood City 2020 (RC 2020), and Youth and Family <br />Enrichment Services to support the full implementation of Child Welfare Redesign - <br />Differential Response (Differential Response) in Redwood City for fiscal year 2006- <br />2007. <br />Background <br />Redwood City 2020 was awarded a $1,007,537 contract over three years (January <br />2006 through June 2008) from the County of San Mateo - Human Services Agency to <br />support the full implementation of Child Welfare Redesign - Differential Response in <br />Redwood City. The original contract and amendment were both approved by Council <br />on January 23, 2006 and May 8, 2006 respectively. A presentation to the City Council <br />by Redwood City 2020 was done on Differential Response on January 23, 2006. <br />As with the first year of operation, RC2020 will continue to contract services awarded by <br />the County of San Mateo for Differential Response and subcontract to Youth and Family <br />Enrichment Services, a non-profit organization, to service Redwood City and other <br />communities in the County. The attached agreement is for RC 2020's subcontract with <br />YFES. The total compensation to YFES for fiscal year 2006-2007 will be $313,392. <br />RC 2020 will take a leadership role in ongoing city-wide coordination between the Human <br />Services Agency, subcontracted agencies, Fair Oaks Community Center, the Redwood City <br />Family Centers, the schools and other community-based service providers to ensure service <br />integration, agency and provider communication and a successful county-community <br />partnership. RC 2020 will coordinate all Differential Response activities in Redwood City, as <br />well as connect Differential Response with other community initiatives. <br />RC 2020 will be responsible for the continuation of working with its primary sub- <br />contractor, Youth and Family Enrichment Services, to hire and oversee four Case <br />Managers who will partner with HSA Child Welfare Social Workers. This Agreement is <br />a subcontract for the funds received from the County of San Mateo - Human Services <br />Agency for Differential Response. <br />Alternative <br />Council may choose not to enter into this Agreement. <br />
