"." <br />.-.", -.' - \_..".... -'-. <br />To the HOnOrAiblt lII.yor and City Council <br /> From the City Manager <br />August 28, 2006 <br />Subject <br />Community Development Block Grant (CDBG) and City General Fund Funding <br />Agreements for Fiscal Year 2006/07. <br />Recommendation <br />By motion, authorize staff to execute operating agreements for 16 public service and <br />related programs with 13 non-profit organizations. <br />Background <br />Each year the City receives an entitlement of Community Development Block Grant <br />(COBG) funds from the U.S. Department of Housing and Urban Development. In addition, <br />the Council allocates funds from the City's General Fund to some programs. This is in <br />addition to funding provided through the Human Services Financial Assistance (HSFA) <br />Program. The program activities provide intervention and supportive services to Redwood <br />City citizens which include homeless activities, senior and youth programs, job training, <br />economic development assistance, minor home repair and energy conservation programs. <br />The City Council approved these programs and activities on April 24, 2006 as part of the <br />Second Annual Action Plan of the City's new Five-year Consolidated Plan for 2005-201 O. <br />The Council is now being asked to authorize the operating agreements to allow staff to <br />disburse funds as these organizations incur costs. These non-profit organizations will <br />collectively provide assistance to approximately 1,500 Redwood City residents who are low <br />income or have special needs. The list of non-profit organizations and the amount funded <br />is attached to this report. <br />Additional capital activities approved in the Second Annual Action Plan will be brought to <br />Council when these projects are ready to proceed. <br />COBG funds are exclusively targeted to low and moderate income residents to meet <br />certain housing, supportive services, and non-housing community development needs. <br />Approximately 15 programs that meet housing and homeless intervention are funded <br />through CDBG. <br />REDEVSHAREO_2006 STAFF REPORTS_CDBG Funding Agreements 1 <br /> - <br />
