The Pete's Harbor property reverted back to its General <br />Commercial-Combined Residential (CG-R) zoning designation; the Peninsula Marina property <br />reverted back to its General Commercial (CG) zoning designation. <br />1.2 PROPOSED PROJECT <br />The City is currently in receipt of a preliminary application from the same applicant, <br />Glenborough-Pauls, LLC, for development of the redesigned "Peninsula Park" project on the <br />33.24-acre Peninsula Marina portion of the 46.45-acre 2003 EIR project site. The current <br />Peninsula Park application does not include the 13.21-acre Pete's Harbor property. <br />The current project includes 796 housing units for sale, 10,000 square feet of convenience retaft <br />space, a 200-room hotel, approximately 5 acres of marina, and an approximately 1.5-acre <br />community park, The current project also includes a reduction in maximum tower height to 120 <br />feet (approximately 10 stories). <br />The currently proposed preliminary site plan for the Peninsula Park project is illustrated on <br />Figure 1. <br />Summary comparisons of the currently proposed Peninsula Park project with the 2003 EIR <br />project, 2003 EIR Alternative 6, and the City-approved 2004 POP are provided in Tables 1,2 <br />and 3, respectively. <br />1.3 CEQA APPROACH <br />1.3.1 EIR Addendum for Proposed Proiect <br />Section 15164 of the CEOA Guidelines stipulates that an Addendum to a previously-certified <br />EIR "shall" be prepared if some changes or additions to the EIR are necessary, but: <br />. the proposed project revisions are largely mitigating changes; <br />. the changes and revisions do not result in new significant environmental effects or a <br /> substantial increase in the severity of significant effects identified in the previously- <br /> certified EIR; <br />. no new mitigation measures or alternatives have been identified since certification of the <br /> EIR that would substantially reduce one or more significant effects of the project, and <br /> that the applicant declines to adopt; and <br />. no changes have occurred in the project circumstances (project setting) since <br /> certification of the EIR which require major revisions to the certified EIR due to the <br /> involvement of new significant environmental effects or a substantial Increase in the <br /> severity of a previously identified significant effect. <br />C:\Do<:uments and SeUingsV9kasILoca/ SettingslTemporary Internet FileslOLK5CI0602 proposal section 1.f/N.doc <br /> - <br />
