The construction value for this Project
is approximately $4 million, which makes the design expenditure only 5% of the
construction costs. This is extremely low compared to the usual range of 1 0-15%. The
City is able to achieve this efficiency due to the fact that we have built these types of
projects with this same consultant twice before, and the consultant will have the ability
to tailor previous designs to this project, and adding any necessary technical updates.
The project bid opening was held on July 26, 2006. All bids came in within 8% of the
design estimates, and the low bid was 1 % above the estimate, which is considered very
close in today's bidding climate. There were also very few questions during the bidding
process, which indicates that the design was thorough and well presented.
This amendment will authorize the consultant to provide further assistance to staff in
administering the construction phase of this project. Their services will include
construction support, which includes: responding to Contractor's questions, reviewing
of submittals, regular construction observation, conducting weekly progress meetings,
product substitution evaluation, Change Order evaluation, reviewing record drawings,
and assisting in the project close-out procedures. These services will not only reduce
the demand on staff time, but because the consultant is an expert in this specialized
field of construction, they can be more efficient with their effort. The Consultant also
has working experience with the apparent lowest responsible bidder.
Page 1 of2
-
