<br /> 6.1E <br /> Page 1 <br />REPORT <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br />August 28, 2006 <br />Subject <br />Amendment NO.1 to the Consultant Agreement with beals alliance, sport division for <br />the Red Morton Community Park Synthetic Turf Field Installation Project <br />Recommendation <br />By motion, approve Amendment No. 1 to the agreement with beals alliance, sport <br />division for providing supplemental construction support and administration services for <br />the Red Morton Community Park Synthetic Turf Field Installation Project, in an amount <br />not-to-exceed $74,600.00, bringing the total contract value to $274,275.00. <br />Background <br />On August 22, 2005, the City Council approved and authorized the execution of an <br />agreement with beals alliance, sport division ("beals"), for providing design and related <br />services for the Red Morton Community Park Synthetic Turf Field Installation Project. <br />The amount of the original contract is $199,675. The construction value for this Project <br />is approximately $4 million, which makes the design expenditure only 5% of the <br />construction costs. This is extremely low compared to the usual range of 1 0-15%. The <br />City is able to achieve this efficiency due to the fact that we have built these types of <br />projects with this same consultant twice before, and the consultant will have the ability <br />to tailor previous designs to this project, and adding any necessary technical updates. <br />The project bid opening was held on July 26, 2006. All bids came in within 8% of the <br />design estimates, and the low bid was 1 % above the estimate, which is considered very <br />close in today's bidding climate. There were also very few questions during the bidding <br />process, which indicates that the design was thorough and well presented. <br />This amendment will authorize the consultant to provide further assistance to staff in <br />administering the construction phase of this project. Their services will include <br />construction support, which includes: responding to Contractor's questions, reviewing <br />of submittals, regular construction observation, conducting weekly progress meetings, <br />product substitution evaluation, Change Order evaluation, reviewing record drawings, <br />and assisting in the project close-out procedures. These services will not only reduce <br />the demand on staff time, but because the consultant is an expert in this specialized <br />field of construction, they can be more efficient with their effort. The Consultant also <br />has working experience with the apparent lowest responsible bidder. <br /> Page 1 of2 <br /> - <br />
