Council Member Hartnett, subcommittee member, stated that this is a staff report <br /> rather than a subcommittee recommendation. Secondly, he stated that any <br /> direction would include not only direction to cast a vote but to advocate for the <br /> positions in order to achieve the vote necessary to carry it through. <br /> Public Comment: <br /> Shelley Kessler, Executive Secretary�Treasurer of the San Mateo County Central <br /> Labor Council, spoke of the labor related issues and stated that comparisons must <br /> be of like quality and capacity. She stated that the RFP contains a certain level of <br /> qualifications so that only those companies that can and will provide the services <br /> that all municipalities depend on will be allowed to bid. She further stated the hope <br /> that the current workers be given a fair opportunity to be retained, that there be a <br /> seniority list from which individuals are drawn as needed to fill in those positions. <br /> Jim Furgas spoke of the worker retention issue stating that the current workers <br /> have worked for BFI up to 35 years never having to go through this process. He <br /> asked that those workers be placed on a seniority list and offered the opportunity <br /> for applicable training for a position with the company. He emphasized the <br /> knowledge of the area and residents that the current employees possess. <br /> Council questions ensued regarding the number of workers needed. Comments <br /> from Council on the various labor policies ensued. The Code of Conduct was <br /> stated as being unnecessary and as written does not actually promote <br /> transparency, honesty and good government as intended. <br /> Recommendation: <br /> It is recommended that Council provide the City's representative on the South <br /> Bayside Was#e Management Authority (SBWMA) Board of Dire�tors with direction <br /> on how to represent the Council's interests on the items remaining outstanding <br /> from the August 28, 2006 Council meeting. <br /> Consensus by Council occurred for the following items: <br /> Labor Policies: <br /> • Labor peace— initial staff recommendation approved <br /> • Salaries and benefits — current wages considered to be at floor and <br /> measure to be made by reviewing Bay Area market with comparable <br /> agencies; measurement should occur across the trades; evaluation of <br /> RFP's would then occur with review by the JPA <br /> • Worker retention — treat the groups differently (workers vs. supervisors), a <br /> requirement be made so that the current workers are afforded an <br /> opportunity to continue rather than a preference for them be provided <br /> • Card Check — approved initial recommendation on card check that the card <br /> check issue be silent <br /> JOINT CITY COUNCIUREDEVELOPMENT AGENCY SEPTEMBER 25, 2006 <br /> MEETING MINUTES PAGE 6 <br />
