9C <br /> Page 6 <br /> ��nra� <br /> � <br /> : ., <br /> �i�'nt�*'►� : <br /> Treatment of Pcoperty Owners in Redwood Ci�y <br /> Redeve�opment Projecf <br /> issue <br /> Has Redwood City gone far enongh in revising its practices and procedures to assure fair <br /> and equitable treatment o�property owners whose holdings are subject to eminent <br /> domain? <br /> Background <br /> The 20042Q05 San Mateo County Civil .('irand Jury�prior Grrand Jury)conducted axa <br /> investigation of the Redwood City Redevelopment Agency's(RDA)treatment of <br /> property owners evicted by the development of a retaiUcinema complex project. <br /> The prior Grand Jury concluded tl�zat the RDA forced property owners to settle at the <br /> lowest possible price by employing delaying tactics and verbal coercion and that these <br /> techniques im�osed an emotional as well as a finaacial hardshi.p on affected praperty <br /> owners. <br /> This report examines the actions the Redwood City Courzcil has since taken to ensure <br /> fair, considerate treatrnent of owners wkose property is subject to future eminent domain <br /> proceedings. <br /> The investigation consisted of reviewing Redwood City's response to the przar Grand <br /> Jury;examining the new poIicy statement developed by the City, Guiding Principles for <br /> Properiy Acquisition, issued on November 14,2005;and interview-ing two members of <br /> the City Counci�about the emineirt doznain process. <br /> Page 2 <br />
