Recognize that each property,and each property owner,is a unique part of our <br /> cammunity <br /> 2. Appreciate that the City's development progra.ms and pzoperty acquisition <br /> activities must reflect the broader community values <br /> 3. Understand that Yhe Czty's development projects have significant impact on the <br /> property owners,the properfiies'neighbors,adjacent businesses,individuals,and <br /> the community <br /> Conclusions <br /> The City l:as becor:�e a;,�:te�y a�va:e�f the i�pact of eminent domain on owners whase <br /> property is being taken. As a result,the City has estabiished guading principles to he <br /> followed in future erninent domain proceedings. At this time it is nat possible to evaluate <br /> how�rell the guiding principles will work in practice because the City has noi uutiated <br /> eminent domai.n proceedings since the Guiding Principles wexe adopted at the November <br /> 14, 20�5 City Cotxncil meeting. <br /> The Grand Jury app�auds the City Council of Redwood City for creating and adopting the <br /> Guiding Principles for Property Acquisition,and concludes that the City Council should <br /> take action to enswre that property owners subject to eminent domain proceec�ings are <br /> made fully aware of these principles. <br /> Recommendations <br /> i he City t;ouncil of IZedwood City,to ensure adherence to and knowledge of the Guiding <br /> Principles}'or Property Acquisition,shauld adopt an ordinance requitxing that a copy of <br /> the Guiding Frinciples for Property Acquisition be given to each prnperty awner whose <br /> property is sub3ect to erz�inent domain proceec�izzgs invoh�ing either the City of Redwood <br /> City or the Redwood City Redevelopment Agcncy. <br /> Page 4 <br />
