Watch programs are coordinated by <br /> police deparlments and are primarily used for crime prevention. These programs have <br /> existed for several yeazs and are widespread throughout the County. T'hey take severai <br /> fornas and vary in physical boundaries,xnembership,arganization,goals, and scope. <br /> Some Watch Programs have begun limited disaster preparedness fraining,covering such <br /> topics as: <br /> • Where to meet in ax�emergency <br /> • VJhere non-ambulatory residents live <br /> • Communications basics <br /> Conctusions <br /> Community Emergency Response Teams(CERT)prograrns provide excellent training <br /> for Iocal residents and ixistructs them how to prepare for and respond to local disasters. <br /> Very Iittle of this trai.ning,however,is actually carried aut_ Only 1,123 individuals in the <br /> County have been trained and,of thes�, 800 reside in anly t�ree communities. Indeed, 10 <br /> out of the 21 cities and municipalities in the County ha�e not trained a single individual. <br /> The more common ivTeighborhood Watch programs could provide a greater cadre of <br /> people interested in CERT trainin�. <br /> Recommendations <br /> I. The San Mat�o County Civii Grand Jury recommends that the city coui�cil of every <br /> city and tvwn in San�ateo County establish and promote an aciive aixd pngoing <br /> C�RT training program with the initial goal of training 5%of its households. <br /> 2.
