6.1 D <br /> ge 1 <br /> FF�EPCJF�'T <br /> To #he 1-lanorabte Mayor and C�ty Council <br /> Fror� t�e City Manaqer <br /> October 9i 2QU� <br /> Subject <br /> Initiation of a Precise Pian for 885 Woodside Raad. <br /> Recommendation <br /> By motion authorize initiation af a Precise Plan for 885 Woodside Road per recommendation of <br /> the Planning Commission that would ultimately require General Plan and Zaning Map <br /> Amendments for a 43-unit condominium project on 0.66 acres. <br /> Background <br /> On June 20,2046 the Planning Commission recommended that a Precise Plan be prepared for <br /> 885 Woodside Road that would allow a 43-unit condominium project on 0.66 acres. <br /> Staff had prepared several alternatives to the project for Planning Commission consideration. <br /> The options provided to the Planning Cammission included the foflowing: 1) move 885 <br /> Woodside Road site specific Precise Plan fonivard; 2) ask the developer to first negotiate the <br /> purchase of the gas station fronting project; and 3}prepare a more comprehensive Waodside <br /> Road Precise Plan first. Staff recommanded that the Planning Commission select option three, <br /> or the preparation of a more comprehensive Woodside Road Precise Plan prior to processing <br /> the deveioper's site specific Precise Pian for 885 Woodside Road. <br /> The proposed Precise Plan would involve the following Zoning and General Plan exceptions if it <br /> wrere approved: 1)density increase to allow 65 units/acre where 40 units/acre is currently the <br /> highest residential density allowed in the CG-R zoning district(without a density bonus);2)lot <br /> coverage of 65% wh�re fi0% is allowed; and 4)open space shortfall of roughiy 2,569 square <br /> feet (7',000+/- square feet provided where 9,�69 is required). <br /> If a Precise P1an was approved, it wouid then require a Zoning Map Amendment from CG-R <br /> (General Commercial with Residentiat Combining) to "P" (Planned Community) District & a <br /> General Plan Amendment to allow greater than 40 units/acre. <br /> Initiating the Precise Plan daes N4T guarantee fhe general plan or zoning map amendments, <br /> rather it is mereiy a procedural step that aflows staff to pursue the preparation of a Precise <br /> Plan. Once prepared, the Precise Plan would be brought back to the Planning Commission <br /> and City Councif for review and consideration at future public hearings. <br /> The developer's Precise Plan request is based on the following findings: 1} Transportation <br /> Demand Management: The developer will provide on-site bus passes and bicycle storage to <br /> residents; a Samtrans bus stap is within 50 feet of #he site; and the site is within wa[king <br /> distance to neighborhood-serving commercial uses;2} Affordable Hausing:The developerwill <br /> provide five, one-bedroom moderate income condo units (11%}: and 3) Design Values: The <br /> developer has committed to building a quality design project that uses quality materials and <br /> proposes to provide archi#ectural improvements to the gas station fronting the property. <br />
