6.1 F <br /> Page 1 <br /> R�PC�RT <br /> To the Honorabie Mayor and City Council <br /> And the Redevelopment Agency Board <br /> From the City Manager and the Executive Director <br /> October 9, 2006 <br /> Subject <br /> Sole Saurce Purchase of Decorative Art Lantems far Midc#lefield RoadlTheatre Way !I <br /> Improvements <br /> Recommendation <br /> By motion, authorize the sole saurce purchase af sixteen dichroic giass lanterns <br /> (fabricated anc! instal(ed by Cark Marcheschi} for an amaunt not to exceed one hundred <br /> #vvelve thousand dollars ($112,000). <br /> Background <br /> On July 24, 2006, the Redevelopment Agency Baard{Agency Board)approved a revised <br /> design concept for Theatre Way II.The proposed improvements, located on both sides of <br /> Middlefieid Road between Veterans Boulevard and Broadway, provide the necessary and <br /> appealing lighting to the currently dark and undistinguished strest. Unique lanterns that <br /> are works of art designed by Cark Marcheschi, the lanterr� artist, will be mounted on the <br /> existing street iight poles over the sidewalk to provide pedestrian scale iflumination. <br /> Pursuant ta the agreement, Cork Marcheschi will fabricate and install the lanterns. <br /> Analysis <br /> The advertisement for competitive bid for this pro}ect wauld be impractical and impossible <br /> because the dichroic glass ianterns are both unique works of art and exclusively sold by <br /> the artist, Cork Marcheschi. The Agency Board may en#er infio this sole source agreement <br /> for purchase of the lan#ems because the nature of the subject matter of the contract is <br /> such that campetitive propflsals would be unavailing as affecting the final result,and woufd <br /> not produce any advantage. The scope of wark for the proposed contrack is attached to <br /> this report. <br /> A{temative <br /> Do nat award the sole source contract. This is not recomrnended because it would mean <br /> that the design concep# approved by the Agency Board on July 24, 2046, could not be <br /> implemented, and wouid have to be reconsidered_ This would delay the project. The <br /> design concept as approved assumes enhanced lighting to provide a greater sense af <br /> safety for pedestrians walking from the County Garage to the Theatre District,and from the <br /> Downtown Core back to the Garage.
