6.2A <br /> Page 1 <br /> REP�R T <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> October 9, 2Q06 <br /> Subject <br /> Budget Amendment— Paci�c Shores Development Pro�ect, Blomquis#Street <br /> Realignment <br /> Recommendation <br /> By resolution, authorize the appropriation of funds in the amount of $6,697.48 from the <br /> Vity's Un-appropriated Construc#ion fund balance within the Pacifc Shores <br /> Construction fund, to caver the "final" bilfing from the Unian Pacific Railroad (UPRR) for <br /> #he Btomquist S#reet Reatignment. <br /> Background <br /> On February 2004, the City Council entered into a "New Public Highway Crossing <br /> AgreemenY' with the UPRR for the modifications to the railroad crossing at Biornquist <br /> Stree#. The work consis#ed of tradc replacement and related appurtenances where <br /> needed, to realign Blomquist S#reet a# Seapart Boulevard. The realignment was part of <br /> the off-si#e improvements far the Pacific Shores Project. <br /> The majority of the funding for the off-site work was provided by a Mello-Roos <br /> lmprovement Distriet (Dis#rict). Bonds were sold in 20U0 to provide funds for the <br /> construc#ion af the needed improvemen#s. The raesumng debt service on fihese bonds is <br /> bei�g paid by t�e develaper c�the proje�t, J. Paul Campany. <br /> Staff had completed the processing af the reimbursements under this District, except <br /> for the UPRR costs. The latest invoice came to us late in the program, after we had <br /> aiready received the "�nat„ invoice. However, UPRR found some assaciated track <br /> work, which was covefed under the Highway Crossing Agreement, but rn:hich had never <br /> been invoioed.
