6.2B <br /> Page 1 <br /> REPURT <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> �ctober 9, 2006 <br /> Subject <br /> Budget Amendrnent—Red Marton Community Center Synthetic Turf Field Instaflation <br /> Praject <br /> Recommendation <br /> By resolution, amend the Fiscal Year 2006-2007 Capitai Improvement Program (CIP) <br /> budget to inclucle an additiona! $542,610.00, which the City received through the 2002 <br /> Resources Bond Act from the Stafe De�artmenfi of Parks and Recreation. <br /> B�ckground <br /> 4n June 19, 2006, the City Council awarded the construction cantract for the Red <br /> Morton Community Center Synthetic Turf Field Installation Project to the towest <br /> responsive, responsible bidder, Interstate Grading and Paving, Inc., in the amount af <br /> $3,957,28�.Q5. <br /> Funding for this praject in the amount of $5 miflion is provided by the Recycled Water <br /> Project revenue bonds issued by the City Councii in 20fl5 and early 2006, of which <br /> $4,759,057.00 is available in the project budget. The Recycled Water funding can only <br /> be applied to the actual turf conversion, which wi11 result in water conservatian. Other <br /> components of the project that are not associated with water conservation, such as <br /> fencing and lighting, were#o be funded through the Resources Bond Act grant funds, or <br /> the CIP. The Resources Bond Act grant funds were not programmed into the budget at <br /> the time it was prepared, due to the uncertainty of the application outcome. By <br /> adopting the Resolutian, these grant funds wili be added to the budget, and the praject <br /> will be able to utiiize the funds and get reimbursed from the State. <br /> This project will convert Griffin/Bechet, McGarvey, and Mitcheil sport fields, which are <br /> alI located in the Red Morton Community Pa�lc complex. The conversion of Marlin Park <br /> sport field will follow within the next few months. The Sandpiper sport field's conversion <br /> will take place next year (2007), and Hawes sport field will follow the year after (2008). <br /> The combination af the three funding sources at the current funding level, yield <br /> $6,174,300, which will cover all six fields. <br /> Alternatives <br /> Do nat approve the Budget Amendment and forego the State grant. <br /> Page 1 of 2 <br />
