<br />6.2C <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />FroOl the City Manager <br /> <br />November 13, 2006 <br /> <br />Subject <br />Stop Signs Installation on Lowell Street at Katherine Avenue <br /> <br />Recommendation <br />Adopt a resolution approving and authorizing installation of stop signs on Lowell Street <br />at its intersection with Katherine Avenue. <br /> <br />Background <br />On August 10, 2006, residents of Lowell Street and Katherine Avenue submitted a <br />petition to the City to install stop signs on Lowell Street at Katherine Avenue. Neither <br />street is currently controlled (no stop signs) at this intersection. A total of 21 residents <br />representing properties within a block of the subject intersection, induding all four <br />properties on the comers, signed the petition. <br /> <br />The intersection of Lowell Street and Katherine Avenue has had a reasonably good <br />safety record. From October 2002 through the end of 2005, Police records show two <br />accidents at that intersection. <br /> <br />Although the accident history does not indicate an unusually hazardous intersection, <br />staff believes there are circumstances such that the Council could reasonably make a <br />finding that stop signs are warranted on Lowell Street at Katherine Avenue. These <br />circumstances include: <br /> <br />).> It is possible that recent accidents and the many near-misses reported by <br />neighbors result from drivers on both streets not realizing that traffic on the cross <br />street does not stop, and failing to behave as is their obligation under the Vehide <br />Code at an uncontrolled intersection. <br /> <br />).> Because the traffic volume on Lowell Street is relatively low, the stop signs will <br />not inconvenience large numbers of drivers, and the noise consequences of the <br />stops will not be as noticeable as at intersections on busier streets. <br /> <br />).> Residents of all four comer properties at the intersection, who are most <br />susceptible to additional noise and emissions from vehicle braking and <br />acceleration with stop signs, signed the requesting petition. <br /> <br />Page 1 of2 <br />
