<br />Tire Derived Products Grant Application

<br />Recommendation
<br />1. By Motion, approve the submission of a Tire~Derived Product (TOP) Grant Program
<br />Application for the Tree Preservation and Sidewalk Repair Program in the amount of
<br />$45,415.00, and designate the Public Works Services Director as the authorized
<br />representative for the City to sign the Grant Application.
<br />
<br />2. Adopt the resolution authorizing the City to participate in the Tir~Derived Products
<br />Grant Program.
<br />
<br />Background
<br />The City of Redwood City is eligible to apply for the California Integrated Waste
<br />Management Board's (CIWMB), Tire~Derived Product Grant Program. The CIWMB, under
<br />the California Environmental Protection Agency is sponsoring this Grant Program to divert
<br />or re-use tires that are classified as waste in California dump sites. To aid in the reduction
<br />of waste tire material, funds of up to $2.4 million will be made available to California cities.
<br />Each city may qualify for up to $100,000 for respective programs.
<br />
<br />The City's Public Works Services Department performs sidewalk repairs to replace
<br />damaged sidewalks. The rubber sidewalk panels have been used as a substitution for
<br />concrete around street trees. The rubber material minimizes the need to prune roots.
<br />Reduced root pruning enhances the health and stability of the street trees. This is the first
<br />grant application that will facilitate purchase of 10,000 square feet of rubber sidewalk
<br />panels and the re-use of 9,083 used tires. The grant reduces the City's rubber sidewalk
<br />material cost by $4.54 per square foot.

<br />The City previously adopted a Waste Reduction and Recycling Directive to be eligible for
<br />the grant program. The Council will need to adopt the Resolution authorizing the City to
<br />participate in the grant program in order to be eligible for the grant.
<br />
<br />Alternative
<br />Do not approve the application or resolution for the grant. Staff intends to continue to use
<br />the rubber materials in sidewalk projects whether the grant money is approved, or not. The
<br />awarding of the grants will extend the money the City has budgeted for sidewalk repairs.
