__ <br /> 7.1-KZ <br /> REPOR T . <br /> T To the Honorable Mayor and City Council <br /> From the City Manager � <br /> October 13, 2003 <br /> Subject <br /> Suspension of enforcement of maximum parking periods and meter rates in Parking Lot T North. <br /> Recommendation <br /> Pursuant to Redwood City Municipai Code Section 20.133, by motion, suspend enforcement of <br /> those sections of the Redwood City Municipal Code (Article VII, Chapter 20, Division 4—Parking <br /> Meters Generally) regulating parking in Parking Lot T as described below. <br /> Background <br /> Due to the clearance of the site of the Retail-Cinema Project, the local office of the Social <br /> SecurityAdministration is being relocated to Winslow Street, south of Broadway. Currently, their <br /> employees have permits which allow them to park at 10-hour meters. However, there are no 10- <br /> hour meters close to their new location. In addition, the impending construction activities at the <br /> Retail-Cinema site will create parking and circulation inconveniences for employees and <br /> customers of other downtown businesses. <br /> Section 20.133 of the Redwood City Municipal Code authorizes the temporary suspension of <br /> maximum parking periods and meter rates for "...celebration of holiday seasons and any other <br /> such activity or purpose as the City Council in its sole discretion shall determine." <br /> It is now being proposed that the meters in Lot T North be bagged with a notice that indicates <br /> that parking is free for up to four hours—parking for longer than four hours would be prohibited <br /> and would result in a citation. The four hour limit would allow Social Security's clients to conduct <br /> their business, and would also be convenient for patrons of other downtown businesses. Social <br /> Security's employees would be issued new permits allowing them to park in Block T North for 10 <br /> hours. • <br /> This action would be put in place for one year, at which time it would be evaluated for renewal, if <br /> appropriate. <br /> Alternative <br /> Do not suspend the parking enforcement for the specified periods. <br />
