Fr`om fhe City Manager <br /> October 13, 2003 <br /> Subject <br /> Agreement between the Counry of San Mateo, City of Redwood City and the Redwood Ciry <br /> School District for the renovation of Fair Oaks School Field with Synthetic Turf. <br /> Recommendation <br /> To approve the Agreement between the County of San Mateo, the City of Redwood City <br /> and the Redwood City School District for renovation of the Fair Oaks School Athletic Field. <br /> Background <br /> On February 24, 2003 the City Council approved a plan to renovate the Fair Oaks School <br /> Athletic Field through a partnership between the County of San Mateo, the City and the <br /> Redwood City School District. On August 11, 2003 the firm of Beals Sport of San Jose <br /> was hired to provide necessary architectural services for the project with the presentation <br /> of the Award of Contract for construction anticipated tonighYs Council meeting. <br /> The Agreement before you represents a partnership between the County, City and School <br /> District with each agency participating in the renovation of the Fair Oaks School Athletic <br /> ` Field. The School District approved the Agreement on October 1, 2003 and the County <br /> Board of Supervisors approved the Agreement on October 7, 2003. <br /> The soccer only field will have a surface similar to that at Hoover School which has been <br /> an outstanding success. The Agreement is for a period of 10 years with the County <br /> contributing $300,000 in Community Development Block Grant money, the City contributing <br /> $625,000 in Capital Project money and the School District contributing $289,000 in <br /> proceeds from Measure B School Bond for pla�eld renovation for a total project of <br /> $1,214,000. <br /> When the City Council conceptually approved the project at the February 24, 2003 <br /> meeting, it was anticipated that the County would contribute $400,000 in CDBG funds. <br /> The County was only able to secure $300,000 in CDBG funds for this project. Since the <br /> Redwood City School District is only able to contribute its specified share, the Citywill have <br /> to make up the difference of $100,000. <br /> The Agreement stipulates the City as construction manager of the project and shall take <br /> the lead responsibilities for securing the project consultants, administering the bidding <br /> process and monitoring the construction process on behalf of the parties to this <br /> Agreement. It should be noted that the City will bear 100% of any additional costs should <br /> the project exceed the $1,214,000 estimate. <br /> � Once complete, the Parks, Recreation and Community Services Department will schedule <br /> the use of the new field for youth and adult sports organizations outside school hours. The <br /> City will also provide maintenance for the field which includes everyday upkeep and the <br />
