5� I�- l <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> December 6, 2004 <br /> Subject <br /> By motion, approve and authorize execution of an agreement with David Powers & Associates, <br /> environmental consulting services, to prepare an Environmental Impact Report (EIR) for the <br /> Sequoia Hospital Medical Campus Expansion and Rebuild Project (a partnership project of <br /> Sequoia Hospital, Catholic Healthcare West and the Sequoia Healthcare District). <br /> Recommendation <br /> That the City Council approve and authorize execution of an agreement for environmental <br /> consulting senrices with David Powers & Associates for the Sequoia Hospital EIR. <br /> Background <br /> Planning Services recently issued Requests for Proposals (RFP) to five environmental consulting <br /> firms: David Powers & Associates, Environmental Science Associates (ESA), Wagstaff and <br /> Associates, Turnstone Consulting Corporation and LCP Associates. The RFP requested an <br /> analysis of the potential environmental impacts associated with Sequoia Hospital project. Three <br /> qualifying environmental consulting firms (i.e. firms that have had prior experience preparing <br /> EIRs for hospitals and/or medical centers) responded to the RFP with varying cost estimates: <br /> David Powers & Associates ($159,088), ESA ($214,637) and Turnstone Consulting Corporation <br /> ($307,943). The consultants were scored according to the following criteria: 1) understanding of <br /> the project scope; 2) experience; 3) project management; 4) budget and schedule; and 5) <br /> innovation. David Powers had the highest score in most of these categories. In particular, they <br /> came out way ahead in the budget and schedule category. <br /> The Sequoia Hospital campus is comprised of approximately 11-acres of land bounded by <br /> Alameda de las Pulgas, Whipple Avenue and single-family residential properties within the <br /> Canyon Neighborhood. Sequoia Hospital proposes to develop a portion of their medical campus <br /> with a new 167-bed (115,284 sf) hospital facility addition, finro-story (40,000 sf) medical office <br /> building, five-level/632 stalls (212,787 sf) parking structure and a 134,676 sf pavilion with central <br /> utility plant. The project will also involve the retrofit and renovation of the existing 343,273 sf <br /> hospital facility. <br /> In addition to these campus imProvements, staff and Bruce Fikuji (urban design consultant) are <br /> working collaboratively with Sequoia Hospital staff on a Precise Plan that will establish, among <br /> other things, a comprehensive site plan layout for the entire 11-acre medical campus. <br /> Construction of the new parking garage is targeted for completion in 2006, the medical office in <br /> 2007, the acute care tower in 2009 and the existing hospital retrofit and renovation by December <br /> 2012. <br /> Atty/Plg/Agenda Reports/Sequoia Hospital EIR <br /> 110404 � <br />
