Powers & Associates is currently preparing the EIR for the Regional Medical Center of San � Jose Expansion, which proposes a Planned Development rezoning to allow up to 1,030,000 square feet of new medical facilities, including a new emergency department, trauma center, a roof-top helipad, intensive care facilities, women's and infants' services (obstehics and neonatal intensive care � unit) and medical offices. The project will include up to 436,000 square feet of new hospital space, 300,000 square feet of new medical office uses, and associated parking structures and lots. The primary issues addressed in the EIR include traffic and pazking, noise impacts from increased vehicle � and ambulance traffic and helicopter flights, and air quality. Powers & Associates, Inc. prepared the EIR for the Kaiser Permanente Santa Clara Medical Center Project. The project proposed to relocate services of an existing facility to a different location. The relocation included a 450-bed hospital, two medical office buildings, a central plant, and parking 1 facilities, including a parking structure. The project also included modification to the adjacent Calabazas Creek channel. In addition, development of the project required a rezoning and General Plan amendment. Development of the project was constrained by the surrounding urban uses, 1 including residential and commercial developments and a County expressway. The project was controversial and was vigorously opposed by a neighboring city.
