.,
 ' I_ r

 SCOPE OF WORK AND SCHEDULE
Transportation, Trac, and Parking Analysis for a Master EIR for the
Sequoia Hospital Medical Campus Master Plan
Sequoia Hospital, in partnership with Catholic Healthcare West and the Sequoia Healthcare District,
is proposing a$130 million expansion and rebuilding project at their existing campus at 170
Alameda de las Pulgas in Redwood City. The project includes the construction of a 130-bed
medical facility and the rebuilding of the existing hospital to meet seismic safety standards as
mandated by the State of Califomia. A new three-story medicai office and parking structure to
replace the existing surface parking are also proposed. The City of Redwood City has determined
' that an Initial Study and a Master EIR will be necessary. The purpose of this analysis will be to
evaluate the potential impacts of the proposed project on the surrounding transportation system and
to identify improvements or policies to mitigate those impacts where feasible.
The traffic impacts will be evaluated following guidelines of the City of Redwood City and the San
Mateo City/County Association of Govemments, which is the congestion management agency
(CMA) for San Mateo County. City Staff has preliminarily identified 10 key intersections to be
included in the transportation impact analysis. These intersections are the following:
 1. Whipple Avenue and Alameda de las Pulgas
2. Edgewood Road and Alameda de las Putgas
3. Hopkins Avenue and Alameda de las Pulgas
 4. Brewster Avenue and Alameda de las Pulgas
5. Eaton Avenue and Alameda de las Pulgas
6. Upland Road and Whipple Avenue
7. EI Camino Real and Whipple Avenue
1 8. Scenic Drive and Edgewood Road
9. Highway 280 On-Ramp and Edgewood Road
10. Highway 280 Off-Ramp and Edgewood Road
The operations of the study intersections will be evaluated during the moming (AM) and evening
(PM) peak hours. The study intersections will be evaluated for the following scenarios:
Scenario 1: Existing Condifions - Existing volumes obtained from counts.
Scenario 2: Background Conditions - Existing volumes plus traffic from approved but not
yet constructed developments in the area. This scenario forms the basis
against which project impacts are determined.
Scenario 3: Projecf Conditions - Scenario 2 background volumes plus traffic generated
by the proposed development.
Scenario 4: Cumulative Conditions — Project Conditions volumes plus traffic associated
with other pending developments in the area. Altematively, an annual
growth factor may be used to estimate Cumulative Conditions volumes.
The tasks to be conducted in the analysis are the following:
Task 1— Prepare Trip Estimates and Finalize Scope of Work
The typical method of will be estimated using hospital and medical office rates calculated in previous
studies completed by Fehr Peers Associates. A comparison of standard Institute of
Transportation Engineers (ITE) trip generation rates will be included. Finalized trip generation
estimates will be developed and submitted to City Staff for review.
