Co. ) c ' \
REPORT
November 8,2004
Subject
Award of Contract - Seaport Centre Block Wall and Sewer Pump Stations Improvement
Project
Recommendation
Approve the Contract Documents, and award the contract for the Seaport Centre Block
Wall Repair and Sewer Pump Stations Improvement Project, to the lowest responsible
bidder, Pacific Infrastructure Corp. of Pleasanton, California, for their low base bid of
$368,000.
Background
Both Pump Station #1 on Saginaw Drive and Pump Station #2 on Galveston Drive,
service the Seaport Centre area, pumping sewage eventually to the South Bayside
System Authority (SBSA) treatment plant. Components from these pump stations are
failing from the effects of the differential settlement common in this area of Redwood
City. As part of this improvement project, new sump pumps, concrete valve vaults, wet
well hatches, wet well lights and blowers, and piping will be installed at both pump
stations. The existing submersible pumps at Pump Station #2 are failing, and will be
replaced with a new pump. Also, wet wells of both pump stations will be rehabilitated to
prevent further corrosion. These additions and upgrades will bring the pump stations
up to City standards, and prolong their useful life.
Four (4) bids for the above-referenced project were opened in the Office of the City
Engineer (public counter - Maps & Records area) Wednesday, November 3, 2004, and
are summarized below.
No. Bidder Bid Amount
1. Pacific Infrastructure Corp. - Pleasanton, CA $368,000.00
2. Barner Construction - Castro Valley, CA $368,975.00
3. McGuire & Hester - Oakland, CA $412,650.00
4. O.C. Jones & Sons, Inc. - Berkeley, CA $417,192.50
The bid of $368,000.00 is 11.5% higher than the Engineer's Estimate of $330,000 for
the cost of construction. Based on the bids received, staff believes that the low bid is
reasonable and responsive, and recommends awarding the contract to Pacific
Infrastructure Corp.
- -T
