<br />~ 3.6-/ <br /> <br />REPORT <br /> <br />To the Honorabl~ Mayor and .City Council <br />From the Ci Mana er <br /> <br />May 23, 2005 <br /> <br />Subject <br />Final Acceptance - Redwood Shores Parkway Loop Detection Installation Project <br /> <br />Recommendation <br />Accept the Redwood Shores Parkway Loop Detection Installation Project, and authorize <br />the release of bonds to S.G. Barber Construction, Inc. <br /> <br />Background <br />The previously existing traffic signal video detection systems located at: <br />1. Redwood Shores ParkwayfTwin Dolphin Drive, <br />2. Redwood Shores ParkwayÆlectronic Arts Drive/Market Place, and <br />3. Redwood Shores Parkway/Shoreline Drive/Hastings Shore Lane, <br />have each been replaced with an in-pavement loop detection system. <br /> <br />The video detection systems were replaced because they were found to be unreliable in <br />detecting the presence of vehides under certain weather and lighting conditions. To <br />compensate for this, some phases had to be programmed to provide a "fixed" green <br />time during every cycle (whether or not vehides were present). As a result, the signal <br />systems were operating less efficiently than desired, and causing additional <br />unnecessary delay. <br /> <br />The traffic signal's detection system, (whether it be video detection or in-pavement <br />loops), is independent of the synchronization of the system, and therefore, replacing the <br />detection system does not enhance the synchronization of the signals. <br /> <br />However, there is a separate unrelated project currently underway, which is being <br />performed by a consultant under a Traffic Engineering Technical Assistance Program <br />(TET AP) grant, to review signal operations and develop updated signal coordination <br />plans on Redwood Shores Parkway. This project ¡ndudes all four traffic signals on <br />Redwood Shores Parkway between Shoreway Road and Shoreline Drive, and should <br />be implemented by fall of this year. <br /> <br />The City solicited for Informal Bid Proposals to perform the subject work. Three bids <br />were received, with the lowest bid being from S.G. Barber Construction, Inc. of Belmont, <br />California, for the amount of $88,300. <br /> <br />The project has been successfully completed in accordance with the Plans and <br />Specifications for a total cost of $88,300. No change orders were issued. <br />
