<br />Janet Borgens commended tlHCC Member Brousseau for her abilities and <br />thanked Council for the st~ff w.r;~'k involved. She stated thal it has been a <br />community building process and that there are many more needs than <br />money. She further stated that the' basic need seen in the community is <br />affordable housing and that all successes revolve around it. She thanked <br />Council for receiving the document and affirmed that the HHCC would <br />continue to bring this information forward so that the community gets the <br />best representation for its needs. <br /> <br />MIS FousUHartnett to close the public hearing. The motion passed by a <br />unanimous voice vote. <br /> <br />Council Members acknowledged the HHCC and staff for all its work in the <br />process stating that outstanding outreach into the community is reflected in <br />the document that reflects the community's values. This money is an <br />investment in the basic quality of life in the community to which the HHCC <br />sets up a process to hold people accountable for the objectives set out. <br />Council also expressed sadness at how the problems are growing and that it <br />is tied to the economics of this area and the cost of housing. Council also <br />suggested that it would be great to take the process on the road as an <br />example to other communities throughout California. <br /> <br />Recommendation: <br />MIS Howard/Bain to approve the resolution which: <br /> <br />1. Adopts the Consolidated Plan Strategy for 2005-2010 <br />2. Adopts the Housing and Human Concerns Committee's Funding <br />Recommendations for 2005-2006 Annual Action Plan; and <br />3. Authorizes the City Manager to execute all required documents for the <br />submittal to the U.S. Department of Housing & Urban Development <br /> <br />RESOLUTION 14641 APPROVING COMMUNITY DEVELOPMENT BLOCK <br />GRANT PROGRAM CONSOLIDATED PLAN (2005-2010) AND APPLICATION <br />FOR FEDERAL ASSISTANCE (COMMUNITY DEVELOPMENT BLOCK GRANT <br />AND HOME INVESTMENT PARTNERSHIP FUNDS); CERTIFYING THAT THE <br />CITY HAS FOLLOWED ITS ADOPTED CITIZEN PARTICIPATION PLAN; AND <br />AUTHORIZING EXECUTION AND FILING OF ALL DOCUMENTS PERTAINING <br />THERETO (FISCAL YEAR 2005-2006). <br /> <br />The motion passed by a unanimous roll call vote. <br /> <br />2. Housing and Human Concerns Committee 2005/2006 Funding Recommendations <br />for the Human Services Financial Assistance (HSFA) Program, <br /> <br />Human Services Manager Chin stated this is an integral part of the overall <br />needs and strategies and Priority #2 of the Consolidated Plan.
